Republican Party to Hold House District 54 Officer Election Meeting
On, Tuesday, October, 28, 2025, at 7:00 P.M., Fulton County Republican Party, Inc., will convene a Meeting for House District 54 to elect a Chairman and other House District Officers. The meeting will be held at 2810 Rumson Court NE, Atlanta, Georgia 30305.
According to the Fulton County Republican Party, Inc. Rules & Bylaws, Article 7, Section 7.5, if a vacancy in the office of House District Chairman occurs and there is no then serving House District First vice Chairman, the County Chairman shall appoint a House District chairman to fill that vacancy and that person shall have all the rights, authority, and privileges of that office. Within 45 days of the appointment, the appointed House District Chairman will call a meeting of the House District Executive Committee (HDEC) and the HDEC shall vote, to approve or disapprove the appointment.
Article 7, Section 7.1 lists the HDEC Committee as follows:
Officers are elected every two years at the Precinct Caucus Meeting. The Officer Election paperwork for House District 54 was not submitted after the March 23, 2025, Precinct Caucus and therefore technically there were no House District Officers elected.
Irma Terry was the First Vice Chair for the 2023-2025 term and is supportive of allowing another person to serve as Chairman. Therefore, Stephanie Endres, Chairman of Fulton County Republican Party, Inc., hereby appoints Jim Kelly to serve as Chairman temporarily.
This invite is for House District 54 members at large as there is not a House District Executive Committee; only Republicans from House District 54 shall participate.

District 48 State Representative Scott Hilton is a common-sense conservative currently serving his third term in the Georgia Assembly. He previously was the Executive Director of the Georgia First Commission under Governor Kemp, where he focused on reducing red tape and streamlining government for small businesses. Scott has also served as Vice Chairman of the Gwinnett County GOP and President of the Peachtree Corners Civic Association.
An alumnus of Leadership Georgia, the Conservative Policy Leadership Institute, and LEAD Atlanta, Scott graduated from Georgetown University with majors in finance and international business and earned his MBA from Emory University, specializing in capital markets. He resides in Peachtree Corners with his wife, Meredith, a law practitioner specializing in estate planning and special needs law, and their three children.
